Tavern Shootings Put Police Oversight Under Scrutiny

More than 40 dead in a matter of days. That toll has placed South Africa’s policing institutions under scrutiny, with crime experts and parliamentary oversight figures demanding a shift toward intelligence-driven policing as the attacks multiply.

The accountability questions facing law enforcement are stark. Police reports indicate the recent tavern shootings form only part of a wider pattern, with more than 100 deaths nationwide attributed to similar violence linked to illegal mining operations. Yet when pressed on a long-term strategy to stop the killings, the police have offered no answers, remaining silent on a media enquiry sent to them.

The violence began in Carletonville, Wedela, where eight armed gunmen stormed a bar in the early hours of Sunday, killing 18 people, 14 men and four women, and injuring 15 others. Hours later, 10 people were shot dead and 11 injured at an entertainment venue in Lwandle in the Western Cape, also in the early hours of Sunday morning. Less than a week earlier, 12 people were killed in KwaMakhutha, KwaZulu-Natal. Just before those shootings, nine people died in an attack at the KwaNoxolo tavern in Bekkersdal.

Security strategist Andy Mashaile, who has worked alongside the police in high-risk areas such as Bekkersdal and Carletonville, places responsibility squarely on territorial disputes among rival groups of illegal miners, known as zama zamas, fighting for control of abandoned mining shafts. In his assessment, the state’s response has fallen short of its mandate.

“The police are not doing enough to prevent this crime from happening,” Mashaile said, pointing to what he described as a visible state of impotence among law enforcement, with illegal mining flourishing openly while police patrols remain indifferent. “The illegal gunshots at night in various hot spots indicate that the police have no capacity to eradicate the scourge,” he added, describing how violent conflicts between mining factions end in indiscriminate shootings of anyone perceived to be an obstacle.

Mashaile has called for drastic institutional measures, urging that banks and other institutions enabling the illicit trade be isolated and blacklisted. He further advocated intelligence gathering on law enforcement members complicit in illegal mining, arguing they should face criminal charges alongside frozen bank accounts to deter future collusion.

Meanwhile, accountability pressure is building in Parliament. Ian Cameron, chairperson of the Portfolio Committee, said policing must identify threats before gunmen arrive, with investigations guided by prosecutors from the outset. “Police must investigate the shooters, those who organise and finance attacks, and the people supplying their weapons,” he said, calling for properly resourced detectives, rapid forensic and ballistic analysis, witness protection and targeted deployments around identified hotspots. Cameron further demanded that every recovered firearm be traced and tested for links to other crimes, and that information about threats and extortion lead to action before another family receives a call telling them someone has been killed.

The South African Council of Churches has voiced horror at the killings, particularly the September 22 attack in which 11 people were shot dead at a house party in KwaMakhutha. Reverend Mzwandile Molo, the council’s general secretary, warned that the violence signals a deeper national problem. “This is no longer a series of isolated tragedies. It is a national crisis, and it says something deeply troubling about who we have become,” he said.

The government has condemned what it called “senseless acts of violence,” stating that law enforcement agencies have intensified their presence on the ground and assembled specialised investigative teams to track down those responsible. “Government strongly condemns the ongoing spate of mass shootings that the country has recently witnessed. Full detective budget spent, only 63% of targets met

The South African Police Service spent every rand of its detective services budget for 2025 to 2026, R15.5-billion in total, yet delivered only 63% of its performance targets. The Auditor-General of South Africa, presenting to Parliament on Friday, 2 October 2026, put the operational verdict bluntly: full budget spending with underachievement suggests resources are not translating into intended operational results.

The presentation, screened during a police committee meeting, laid out a delivery picture across two core divisions, detective services and the Police Forensic Science Laboratories, in which money has flowed but functioning capacity has not followed.

In detective services, the numbers describe a service running on overstretched and increasingly inexperienced staff. Some detectives are managing between 600 and 800 dockets each. Of the country’s 3,294 detectives, 1,227 have five years or less in the service, while 379 are older than 55 and the average age is about 43. The Auditor-General warned that reliance on highly experienced detectives creates the risk of losing institutional knowledge, specialised skills and investigative expertise through retirement. Newly appointed detectives with limited experience, the presentation noted, are managing substantial caseloads with limited mentorship and support, and high caseloads could compromise the quality of investigations and dockets.

The caseload backlog itself is substantial. Eight audited policing districts began the year with an unresolved contact-crime caseload of 114,378 cases, of which 43% was carried forward from the prior year. Of those cases, only 37% led to arrests and court proceedings, 21% were withdrawn and 10% were closed as undetected. A further 32% was carried forward to 2026-27, increasing the backlog and pressure on detective resources. The presentation recommended rebalancing workloads and implementing proper succession planning.

Meanwhile, the forensic science division, which supports criminal investigations through forensic evidence analysis, spent its full budget of R1.7-billion but achieved only a third of its performance targets. The Auditor-General said the effectiveness and service delivery of the laboratories are being undermined by several operational and infrastructure challenges.

Those challenges are concrete. Contracts for archiving forensic case files and for supplying biology consumables had either expired or not been renewed, resulting in cluttered office space, reliance on quotation-based procurement, administrative inefficiencies and potential delays in service delivery. In the Eastern Cape and the Western Cape, a significant number of PCs were outdated or not functioning, affecting productivity, data capturing and compatibility with current technology requirements such as Windows 11. The Auditor-General said the issue points to inadequate lifecycle management.

Equipment sits idle for want of consumables. DNA extraction instruments, referred to in the presentation as StarPlus DNA isolation robots, were not being used because the necessary tubes were unavailable, limiting DNA extraction capacity and possibly contributing to sample-processing delays and investigation backlogs. A procurement failure compounds the problem: three years ago the SAPS awarded a five-year contract for semi-automated DNA processing consumables, but it had never been used. The Auditor-General warned this could expose police to possible breach-of-contract claims and financial loss, and suggests weaknesses in procurement planning and needs assessment.

Taken together, the Auditor-General found, these problems could delay forensic evidence processing, add to case backlogs and result in case withdrawals because of unavailable evidence. Ultimately, this delays justice for both victims and accused persons.

The findings land at a moment of turbulence among law enforcers, especially within the SAPS, where various officers have been criminally charged. This week, suspended Deputy National Police Commissioner Shadrack Sibiya has been appearing in a Gauteng court, seeking bail following his recent arrest on rape, sexual exploitation and trafficking charges. The scandal erupted last year when KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi alleged that a cartel had infiltrated the criminal justice sector, politics and the private sector. Since then, several law enforcers have been suspended, arrested and criminally charged, while others, like sidelined National Police Commissioner Fannie Masemola, have been criminally charged and subsequently cleared. All of this unfolds as the police service tries to get a grip on gender-based violence and femicide in the country.

The fallout has prompted what police leaders call a reset agenda. A few months ago, Acting Police Minister Firoz Cachalia explained that it requires a multi-year turnaround strategy that is consistently implemented. “The actions we take in this financial year should contribute to the foundations upon which a strengthened SAPS can be built,” Cachalia said, adding: “We won’t promise miracles or short-term fixes. What matters is that the direction we are taking is clear and the goals are firm.”

The state of the detective service and forensic science divisions, as outlined in the Auditor-General’s presentation, reiterates that the reset agenda requires intense work. Whether the SAPS can turn full budgets into functioning capacity, rather than backlogs and idle equipment, is the question the next audit cycle will have to answer.

Africa's auto industry bets on partnerships for jobs

Stronger partnerships across the continent could determine whether Africa’s automotive industry delivers the jobs, trade and industrial growth its citizens are counting on. That was the central message from South Africa at the Africa Automotive Investment Forum, held at the Rixos Hotel Alamein in Egypt and hosted by Afreximbank on the margins of the inaugural Alamein Africa Forum.

Minister of Trade, Industry and Competition Parks Tau told delegates that governments, financiers, vehicle manufacturers, suppliers and investors need to work together to develop bankable projects, strengthen regional value chains and increase investment in automotive manufacturing. The goal, he stressed, is to turn Africa’s automotive ambitions into practical investment projects, manufacturing capacity and sustainable economic opportunities, rather than leaving them as aspirations on paper.

The stakes for ordinary Africans are considerable. The continent currently produces approximately 1.23 million vehicles a year, a modest 1.3% of global production. South Africa produced approximately 618,077 vehicles in 2025, while Morocco reported reaching one million vehicles in production in December 2025. Together, the two countries accounted for more than 91% of Africa’s vehicle production, underscoring how concentrated the industry remains.

“Africa still accounts for a small share of global automotive production, but the continent has strong foundations to build on,” the Minister said.

The African Continental Free Trade Area (AfCFTA) featured prominently in his address as a tool to expand intra-African trade and support industrial development. Practical backing is on the way through the AfCFTA Automotive Fund, supported by Afreximbank’s US$1 billion facility for local content development, which is expected to strengthen local production and supplier networks. Afreximbank, headquartered in Egypt, is a multilateral financial institution established to facilitate, promote and expand both intra-African and extra-African trade.

Longer term, continental ambitions point to increasing Africa’s vehicle production to between four million and five million vehicles by 2035, including new energy vehicles and related components. Achieving that would mean a far larger share of the value chain, and the employment that comes with it, staying on the continent.

A structured pact with Egypt

Tau also outlined a proposal for an Automotive Pact between the Southern African Customs Union (SACU) and Egypt, known as a SACU-Egypt Auto Pact. He noted that the concept of automotive pacts within Africa has been under consideration for some time, including work undertaken by the African Association of Automotive Manufacturers (AAAM), and that industry has long argued for Africa to build a viable and competitive automotive manufacturing sector.

Leading automotive economies on the continent, he said, will need to cooperate in a more structured way through industrial and trade arrangements that promote complementarities rather than fragmentation. Within SACU, this thinking has informed consideration of possible automotive pacts with key African partners, including Egypt and Algeria.

The proposal for these Industrial Participation Agreements (IPAs) was presented to SACU structures as part of broader discussions on regional industrialisation, value chain development, and strategic responses to changes in the global trading environment. SACU has noted the increasing importance of developing resilient African production systems in light of heightened protectionism, supply chain vulnerabilities, and growing market access uncertainty in traditional markets.

“Against this backdrop, SACU sees value in exploring structured partnerships with major African economies such as Egypt to strengthen developmental integration and expand intra-African trade,” he explained.

According to the Minister, such a pact offers several benefits: it would support economies of scale in production and trade; encourage complementary production patterns rather than duplication of small-scale production of similar competing models in separate markets; increase intra-Africa trade in new vehicles and components; facilitate trade diversion towards African suppliers where commercially viable; and create a viable basis for supplier development and feeder industry growth.

Domestic plans and outward investment

At home, the South African Automotive Master Plan 2035 sees government and industry working together to expand production, deepen local content, increase participation by black-owned and women-owned firms, strengthen supplier capability and use regional markets as a springboard for sustained industrial growth. The country is seeking investment across the full automotive value chain, including vehicle assembly for passenger vehicles, light commercial vehicles, buses and trucks.

South African firms, Tau added, are also ready to invest outward into African markets in assembly, components, dealerships, after-sales services, logistics, charging infrastructure, battery value chains, industrial park development and supplier partnerships.

Egypt, he said, is a particularly important partner because it is one of the continent’s largest and most diversified economies, with substantial industrial capacity, a large domestic market, and a strong geographic position linking Africa, the Middle East and Europe.

Minister Tau is part of President Cyril Ramaphosa’s delegation to the 8th African Union Mid-Year Coordination Meeting, where the President is set to lead the Southern African Development Community’s participation on Sunday.

IFC Roundtable Targets Fix for Africa's Stalled Capital

Johannesburg, 30 September: the International Finance Corporation (IFC) convened senior banking executives, development finance institutions and financial innovators for a working session aimed squarely at a delivery problem. African financial institutions hold large pools of capital, yet very little of it reaches the small businesses, infrastructure projects and productive sectors that need financing. The event was the Johannesburg edition of The Road to AFIS, a roadshow ahead of the Africa Financial Industry Summit (AFIS) 2026, which takes place in Luanda, Angola, on 3 and 4 November. It will be the first AFIS held in Southern Africa and in a Portuguese-speaking country.

The roundtable brought together Cláudia Conceição, Regional Director for Southern Africa at the IFC; Defne Akarcali, Principal Investment Officer in the Financial Institutions Group for Southern Africa at the IFC; Bongi Kunene, Managing Director of The Banking Association South Africa; and Adrian Fielding, Managing Director of AFIS, alongside representatives from the private sector, media and academia.

The operational question at the centre of the discussion was why so much institutional capital sits in low-risk government paper while African micro, small and medium enterprises face a financing gap of close to $50 billion. For the participants, the issue is not whether capital exists but whether the machinery is in place to deploy it. The harder questions, as the session framed them, are where liquidity flows, how credit risk is absorbed, and whether financial institutions have the tools to lend beyond established corporate borrowers.

Conceição described the challenge as one of deployment. African markets, she argued, need to move from financial access to affordable, longer-term financing, from innovation to scale, and from available capital to productive investment across SMEs, infrastructure, manufacturing, agriculture and energy, where financing needs remain substantial. “The next decade will not be defined by whether capital exists or not in Africa. It will be defined by whether we put that capital to work for Africa,” she said.

That points to a delivery approach built on three priorities: using alternative data to rethink loan underwriting, de-risking bank balance sheets, and channelling local institutional savings into high-growth domestic sectors.

The credit gap is most acute among MSMEs, where rigid underwriting models keep viable businesses out of formal credit. Akarcali put the financing gap at close to $50 billion and stressed that closing it takes more than fresh liquidity on bank balance sheets. It also requires better financial literacy among entrepreneurs, stronger credit infrastructure, and the use of alternative data, such as the digital cash flow captured by mobile network operators. “You also need to work with the entrepreneurs, the SMEs, so that they learn how to put together financial statements. There’s the whole financial literacy. You need to be able to find the disruptors to support the disruptors. So it’s not only providing the collateral by the SME, but relying more on the digital cash flow that is being captured through the mobile operators. We need to work with the regulators and other stakeholders to enable the infrastructure to include those SMEs,” she said.

The IFC is already executing on this front, working with commercial banks and fintechs to scale risk-sharing models. Between June 2025 and June 2026, it invested $1.5 billion with financial institutions in Southern Africa, mobilising $1.40 in third-party capital for every dollar invested. Its regional financial sector portfolio stands at close to $3 billion. Akarcali also noted that much of the lending is in local currency, which matters in markets where borrowers struggle to repay in dollars.

Capital supply, however, is only half the equation. Kunene noted that about 230 pieces of legislation touch South African banks and feed into the regulatory capital they hold, while international standards such as Basel shape how banks price SME and cross-border infrastructure risk. “We know we have a problem. Now that we are sitting together with the FinTechs and others, we have a better chance of opening dialogue with the international financial institutions like the IFC and thinking differently because everything that we’ve done for the past 40 years has an impact,” she said. Kunene called for doing things differently, including the collateral registry work the IFC is supporting and a new understanding of what underpins a loan.

Meanwhile, the session also examined the domestic capital pools, such as pension funds, insurance assets and sovereign wealth, that sit largely in government securities. Fielding noted that African banks are among the most profitable in the world, yet only about 30% of their balance sheets goes out as loans to companies and households. The rest sits in government bonds, central bank reserves and cash. He said the same pattern holds in insurance, citing $441 billion in insurance pools. AFIS 2026, he explained, is built around raising risk appetite while finding innovative de-risking mechanisms that let finance reach productive assets.

Connecting domestic savings to real-economy projects in agriculture, MSMEs, housing and infrastructure remains central to building scale, and South Africa has a part to play. Fielding said South African insurers already finance infrastructure and that South African finance has balance sheets the rest of the continent could use. “South Africa really has a chance in Luanda to show that it can set the example. South African finance has the balance sheets that Africa’s productive assets could use, and too little of that money is currently deployed across the continent,” he said. Akarcali added that South African banks are expanding across the continent, bringing expertise other markets can learn from, and that they need a seat at the table on cross-border payments and regional integration.

For the participants, the test of all this coordination is whether it results in capital deployed on the ground. Conceição said the IFC looks at development impact alongside transaction volume, with a focus on job creation, gender and sectors such as agriculture, tourism, manufacturing and infrastructure. She also flagged early-stage seed capital as a bottleneck for start-ups, including in South Africa, where the IFC is exploring a way to deploy small amounts of seed funding alongside business support. “The financial transaction is not the end result. The end result is to see, for example, a manufacturer expanding production, agribusiness reaching out to new markets, and small businesses accessing working capital,” she said.

Accountability for delivery also came up. Francois Migida, a faculty member at Henley Business School, asked how AFIS measures its impact beyond the event itself. Fielding acknowledged that impact is hard to track beyond deals done, but noted that a 30-member supervisory council and an advisory board monitor progress against the AFIS 11, an action framework running to 2035.

The session pointed to four priorities for AFIS 2026: refine credit-enhancement and de-risking mechanisms, bring alternative data into credit evaluation, unlock domestic savings pools, and make sure regional financial integration turns into balance-sheet support for African businesses. Whether those mechanisms translate into loans disbursed on the ground, rather than commitments on paper, is the question Luanda will have to answer.
